The charter of the Architectural Committee requires that an Architectural
Standard be established outlining to each Committee member, the
nature and type of all permanent external decorations, redecorations,
reconstruction of structures and all permanent external improvements,
modifications, repairs, additions and alterations to structures,
as well as changes to landscaping that will be acceptable in maintaining
the architectural character of Beachwalk. Information on previous
modifications is on file with the Architectural Committee and
is available for homeowner review.
In order to provide a process for making architectural changes
to your homes more efficient and timely, the following procedure
must be followed.
1. Architecture Request Form and Modification Criteria
- Homeowners may obtain Architecture
Request Forms, application
procedures and written standardized
criteria in the Security Office of clubhouse #1, from
Seabreeze Management Company or from the Beachwalk web site.
2. Required Information - Requests must include
all required information according to application procedures and
standardized criteria when they apply. Attach diagrams, photos,
a plot plan, etc., when necessary, to clarify or improve the proposed
modification’s description.
3. Standardized Criteria - Requests meeting standardized
criteria must also be reviewed, authorized and submitted to the
Board of Directors for final approval.
4. Application Deadline - Request applications
must be submitted to Seabreeze Management Company by the deadline.
The deadline is the first Monday of the month. Applications can
be faxed, mailed or dropped into Beachwalk’s mailbox, next
to the pool gate, at the clubhouse. The deadline will be published
in the Breeze calendar.
5. Architectural Committee Meeting The Architectural
Committee meets on the third Monday of the month in clubhouse
#2 at 6:30 p.m. All requests require Committee review and authorization
or approval. Only the requests that comply with the application
deadline will be reviewed and considered at the meeting.
6. Failure To Comply With Application Procedures
– When applications are not complete or lack a clear description
then every effort will be made to notify the applicant, prior
to the Committee meeting, to provide or clarify the information
in order to avoid a delay in the approval process.
7. Delays – It is the Committee’s
intent to help prevent delays. Normal processing of applications
by the Committee to the Board, for final approval, takes 20-31
days because of where these meetings fall on the calendar month.
If an application fails because it lacks proper processing requirements
then it must be resubmitted to the Committee. It will be 28-31
days before the Committee will meet again to evaluate applications.
Beachwalk’s long established approval procedures take time.
Therefore, the Committee encourages homeowners to comply with
all application procedures; to write clear descriptions and include
pertinent supporting information, i.e. diagrams and photos when
necessary in order to avoid unnecessary delays.
8. Letters of Approval or Denial – Letters will
be mailed to the homeowner within five (5) business days of the
Board’s judgment. Letters of denial will be sent by certified
mail. A letter of approval will state the conditions of approval.
A letter of denial will disclose the reason/s for denial; it may
request additional information and advise the homeowner on how
to appeal the decision.
9. Time line for Completion of Approved Projects
– All projects have a maximum completion time line of one
year according to the following 6 month criteria. If projects
are not started within 6 months of the approval date then they
will be considered null and void. If approved projects are started
but not completed within 6 months of the approval date then an
extension may be arranged with the Architectural Committee for
an additional 6 months not to exceed one year from the original
written approval.
10. Compliance Inspection –
All modifications must receive a compliance inspection upon completion
of the project and according to procedure. Homeowners are to resubmit,
via Seabreeze, a copy of their modification application along
with the HOA approval letter to the Architectural Committee within
30 days of completion.
On the modification application: Record the completion date and
mark the box that you have attached the HOA modification approval
letter. These two (2) items can be faxed, mailed or dropped into
Beachwalk’s mailbox next to the pool gate, at the clubhouse.
Seabreeze is scheduled to perform a weekly mail pick-up every
Wednesday. Upon receipt of the information the Committee will
arrange an inspection with the homeowner.
11. Revisions to the Architectural Application Procedure
- Any revision to these procedures will be published in the Breeze
and on the Beachwalk website. Following this procedure will ensure
that only requests that are out of compliance with standardized
criteria may take longer than 30 days to complete
